March deadline for GB to NI parcel movements
Parcel deliveries are the lifeblood of many industries, from retail and manufacturing to healthcare and beyond. With new customs processes for goods moving from Great Britain to Northern Ireland set to take effect from 31 March 2025, businesses must take proactive steps to ensure uninterrupted deliveries.
While the original deadline was September 2024, delays in clear guidance pushed the implementation date back. Although government communication has since improved, many businesses - particularly those based in Great Britain - remain unaware of the steps they must take to comply. Understanding these changes now will help businesses avoid costly disruptions and delays.
Key changes for Business-to-Business (B2B) parcels
From 31 March 2025, B2B parcels will be treated in the same way as general freight. To benefit from the "green lane," which simplifies customs procedures, the sender or receiver must be authorised under the UK Internal Market Scheme (UKIMS).
Businesses shipping parcels from GB to NI should apply for UKIMS authorisation online and ensure they provide their UKIMS number with every shipment. Full details on how to register are available on the government website: Apply for UKIMS Authorisation.
It is essential to note that the UK Carrier Scheme cannot be used for B2B parcel movements. Any parcels sent without UKIMS authorisation will be treated as imports into the EU and subject to full customs checks.
Guidelines for B2C and C2B Parcels
For parcels sent from businesses to consumers (B2C), the "green lane" is still accessible, but authorisation is granted through the UK Carrier Scheme (UKC). Carriers must prove they can distinguish between parcels destined for consumers and those for businesses.
Consumers returning goods to businesses (C2B) do not need to register under any scheme. Similarly, businesses shipping directly to consumers for personal use can do so without additional registration. However, the UK Carrier Scheme cannot be used for B2B shipments.
Support and next steps for businesses
To help businesses and carriers adapt to these new rules, the government has launched an online resource hub featuring guidance, recorded webinars, and updates on compliance requirements. Additionally, the Northern Ireland Customs & Trade Academy (NICTA) provides further information on regulatory obligations under the Windsor Framework.
Industry leaders continue to push for further support measures, such as a Trusted Haulier Scheme to ease the burden on groupage operators and clearer oversight of the changes' impact. The collaboration between government and industry will be crucial in maintaining seamless parcel movements.
